CAGAYAN DE ORO CITY, 28 April 2026 – In a significant stride toward elevating public sector human resource standards, the Civil Service Commission (CSC) Region X conducted an on-site Assessment and Technical Assistance session at the DepEd Region X Board Room. The comprehensive evaluation focused specifically on the agency’s compliance with the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level III indicators for the Recruitment, Selection, and Placement (RSP) Pillar.
The assessment and technical assistance were spearheaded by CSC Region X officials led by Assistant Regional Director Atty. Cosette Mundo, alongside Supervising Human Resource Specialist Enri Fel V. Adracon and Clerk Kathleen Joyce S. Gultiano. Welcoming the CSC delegation and representing DepEd Region X were Assistant Regional Director Federico Martin, and functional division chiefs.
A major highlight of the session was the CSC evaluation team’s commendation of DepEd Region X’s Integrated Human Resource Information System (HRIS). The CSC specifically praised the system’s robust analytics and advanced features under the RSP module. To achieve PRIME-HRM Maturity Level III, an agency is required to track the effectiveness of its RSP processes and use data—such as applicant profiles, workforce diversity metrics, and turnover rates—to continuously improve the system. The CSC lauded DepEd Region X for successfully utilizing its HRIS to automate these complex analytics, ensuring that Equal Employment Opportunity Principles (EEOP) are systematically monitored and applied during hiring.
This successful assessment brings DepEd Region X one step closer to fully attaining the coveted PRIME-HRM Maturity Level III “Integrated HR” status. By maintaining a sophisticated HRIS that effectively links recruitment data with other core HR areas, the agency continues to demonstrate its steadfast commitment to fostering a data-driven, meritocratic, and highly competent educational workforce.
